The Ministry of Transport required Independent assurance and advice to on behalf of the investing Ministers of Transport and Finance. Invise took an integrated, collaborative and pragmatic approach to this problem, based on forecast risks and issues as they arose. This approach helped derisk the projects for both the investor and the individual delivery entities.
Embedded as part of the ministry team, we were chief technical advisors, providing assurance and monitoring services across the wider programme, and were responsible for targeted project and technical reviews. We liaised with the delivery entities, developing and participating in the ministerial briefings. We further undertook direct ministerial meetings and provided advice to both the ministers and the ministries.

We provided support to both the Ministry of Transport and the Treasury with both ministerial advice and strategic direction, as well as advice around the investment management decisions being made. Reporting the Departmental Chief Executive, we undertook programme and project risk assessment and delivery confidence assessments, including a monthly programme continual programme review process to flush out thematic risks and issues.
Other work undertaken included business case reviews, infrastructure advice, programme monitoring and reporting, complex stakeholder liaison (Ministry of Transport, Treasury, Waka Kotahi, KiwiRail, the investing ministers and others), and assessment and management of the risks associated with this major Crown investment of over $10b.
The early identification of risks created time and options for investors to make decisions based on strong technical advice.
